The Role and Existence of Higher Education for the Development of National Education of the Republic of Indonesia in 2021

In the middle of 2021, let us examine and discuss the role and existence of universities. Generally, to support the development of the National Education of the Republic of Indonesia in 2021. A considerable blow to education in Indonesia when in 2020 it had to face the COVID-19 pandemic. Almost a year the education in Indonesia felt suspended, with the policy of learning at home. There were no face-to-face meetings in classrooms. All activities have shifted to online, meeting through cyberspace. Online learning management systems, social media, chat applications, video sharing applications, document sharing applications, and various other online-based technology facilities are learning tools. Of course, a teacher or lecturer will not remain silent about this condition. Every effort has been tried so that education can continue regardless of the conditions. This power and effort are not easy. Ideas, concepts, and costs that are not cheap to fulfill internet quota facilities and premium applications are strived to exist. However, the results may not be perfect. However, life must go on, education has to be alive. It is due to find the perfect formulation in carrying out online education, to be able to reach students, and provide quality and appropriate knowledge.

Accidentally, the phases of education policy during the pandemic are continuing in 2021. Efforts to achieve new normal conditions turned out to be far from what was expected. In the end, the formulation of blended education, which combines offline and online techniques on an ongoing basis, is taken as a solution middle ground. it became half offline half online, 70 online 30 offline, or 30 online 70 offline, or with other compositions are heavy choices for education providers. In addition to considering the available technology, also considering the capabilities of related human resources. Not all lecturers can conduct online education using renewable technology. that has been used in learning. It is not to mention the problem of internet quota which is not cheap. All of this is a glimpse of the condition of Indonesian education during the pandemic.

As a breakthrough in innovation, solution, and assistance so that higher education can immediately meet educational needs in the pandemic era, the government has developed various policies both related to education regulation and the distribution of aid funds or grants.

"Freedom to Learn - Independent Campus" Program is considered as the way out to support students' independence in getting the best education. In this program, students no longer depend on classrooms to study, do not rely on scientific sources only from lecturer presentations or lectures and do not surrender to the education system on campus which may not be updated or able to meet educational needs in this era. "Freedom to Learn - Independent Campus" Program allows students to learn inside and outside the campus. This program made to gain knowledge from both lecturers and the surrounding community, to freely find the best education naturally from the community and the surrounding situation. Then what is the role and extension of higher education in the development of Indonesian national education in this era? The inclusion of human resources and higher education institutions is a way to show this role and existence.
